CCSD 46 is embarking on the important process of creating the 2026-2031 Strategic Plan, and your voice is vital to this process. As a parent or guardian, staff member, or a member of our CCSD 46 community, you know our school and district in a way that no one else does. You see firsthand how our work impacts students every day, and your partnership is what turns our shared goals into reality.
We are currently in Phase 1 – Listening & Learning. Your voice is vital to this process.
As we step through the 5 strategic planning phases, this dashboard will help us monitor our progress toward our goals as well as the development of what a Portrait of a Learner looks like in CCSD 46. These measurements may be revised over time to reflect the work completed, include new opportunities, and showcase innovative ways to track our advancement towards our goals.

HOW ARE YOU REPRESENTED
In August, we asked our staff, families, community, and select students if they would be interested in joining one of our planning teams. We welcomed involvement on these teams to ensure that all voices, values, and aspirations were represented.
The Portrait of a Learner team is tasked with creating a vision of what students will need to be successful once they move on from our district. The team consists of 11 students, 7 certified teachers, 1 support staff member, 2 administrators, 2 Board of Education members, 2 community members, and 7 family members. This team meets three times during the fall, for a total commitment of six hours.
The Strategic Planning team will consider data collected through collaborative engagement with stakeholder groups, learn about the district’s major operational areas, and work to create a common vision, goals, and priorities. The team consists of 11 students, 5 certified teachers, 3 support staff members, 2 administrators, 2 Board of Education members, community members, and 12 family members. This team meets six times during the fall and winter, for a total commitment of eighteen hours.
The final Strategic Plan and Portrait of a Learner proposals will be presented to the Board of Education for their final review later this year. We thank you for your continued support of the students of CCSD 46.

Q: Why are the steering committee planning meetings closed to the general public?
To ensure deep, focused, and productive work, our district utilizes a representative committee structure. This model allows a dedicated group of stakeholders to look closely at complex data, debate strategies, and synthesize thousands of community data points in an efficient, collaborative workspace.
Q: How can I be sure my voice and perspective are being heard?
Your voice directly drives the committee's work. The committee does not create goals in a vacuum. Instead, they are tasked with studying and embedding the feedback gathered from district-wide surveys, town halls, and focus groups. Every piece of public data is organized and handed directly to the committee members to guide their drafting sessions.

Q: Who is serving on the strategic planning committee?
The committee is carefully balanced to represent our entire community. It includes district and school administrators, classroom teachers, support staff, parents and guardians from various grade levels, local business owners, and student representatives from all our district schools (3rd-8th grade students).

We are fully committed to transparency. While the meetings themselves are working sessions, all major outputs, data summaries, and presentation slide decks are published directly on this strategic planning webpage after each session.

Q: What is the timeline for this project, and when will the final plan launch?
The active drafting phase runs through the winter. A rough draft of the strategic plan will be shared back with the community for a final round of review and refinement in January. The final plan will go to the Board of Education for approval in February or earlier.
Q: Can I still submit feedback if I missed the initial community survey?
Yes! Community feedback is an ongoing loop. You can use the Feedback Form on our main page at any point during the process to share your thoughts with the planning team.
